This indicator measures the percentage of the target population covered by four major social protection schemes, including three schemes led by the Rwanda Social Security Board (RSSB). The series included are (1) Percentage of the population accessing social security and income support programmes; (2) Percentage of beneficiaries of the RSSB Maternity Leave Benefits Scheme out of total estimated live births; (3) Percentage of the population above statutory pensionable age receiving a pension through the RSSB Pension Scheme; and (4) Percentage contributing members to the RSSB Pension and Occupational Hazards Schemes out of total employed population. |

| Definitions |
(1) Social security and income support programmes refer to a list of programmes led by MINALOC which aim to protect those in poverty by providing support for an adequate lifestyle, promote sustainable graduation by enabling income opportunities, and prevent individuals and households from falling into poverty through income security, shock response and insurance mechanisms. (2) The RSSB Maternity Leave Benefits Scheme is a state maternity protection scheme that grants working women (mothers) their full (100%) remuneration while on a 14 weeks maternity leave. (3) The RSSB Pension Scheme is a state scheme of social security which helps workers who become old and incapable of working for a salary or become invalid and incapable of living by working. The scheme helps also the survivors of the deceased worker. It includes old age benefits, invalidity benefits, anticipated benefits and survivors’ benefits. (4) The RSSB Occupational Hazards Scheme is a scheme under RSSB which provides assistance to employees and employers in the risk of illnesses or accidents in the workplace. |

(1) The series “Percentage of the population accessing social security and income support programmes” is calculated by dividing the total number of beneficiaries of any social security or income support programme by the total eligible population. (2) The series “Percentage of beneficiaries of the RSSB Maternity Leave Benefits Scheme out of total estimated live births” is calculated by dividing the total number of beneficiaties of the RSSB Maternity Leave Benefits Scheme by the total number of estimated live births. (3) The series “Percentage of the population above statutory pensionable age receiving a pension through the RSSB Pension Scheme” is calculated by dividing the total number of pensioners under the RSSB Pension Scheme by the projected total population aged 60 years and above. (4) The series “Percentage contributing members to the RSSB Pension and Occupational Hazards Schemes out of total employed population” is calculated by dividing the total number of contributing members to the RSSB Pension and Occupational Hazards Schemes by the total employed population. |

| Comments and limitations |
Only state maternity leave benefits, pensions, and operational hazards insurance are accounted for here; private schemes are not included. For the series “Percentage of beneficiaries of the RSSB Maternity Leave Benefits Scheme out of total estimated live births”, the total number of estimated live births is used as a proxy for the total population of mothers with newborns. The RSSB Pension Scheme and the RSSB Occupational Hazards Scheme are separate schemes, but membership statistics are published jointly; note that there is no employee contribution required for the RSSB Occupational Hazards Scheme. Among beneficiaries of the RSSB Pension Scheme, no distinction is made between old age benefits, invalidity benefits, anticipated benefits and survivors’ benefits. For the series “Percentage of the population above statutory pensionable age receiving a pension through the RSSB Pension Scheme”, population figures are projections based on the most recent census. |
