States Parties and the Director-General report to the World Health Assembly on the implementation of the International Health Regulations (IHR). SPAR questionnaire is launched every year after the World Health Assembly for States Parties to initiate the process of self-assessment and reporting to the World Health Assembly, using a multisectoral approach to obtain information from all sectors involved in implementing IHR core capacities. This indicator includes scores for each of the 15 core capacities, as well as an average score over all capacities. |

States Parties use a self-assessment tool for their annual reporting called the IHR States Parties Self-Assessment Annual Reporting Tool or SPAR. The SPAR tool consists of 35 indicators for the 15 IHR capacities needed to detect, assess, notify, report and respond to public health risks and acute events of domestic and international concern. |
| Calculations |
For each of the 15 capacities, one to three indicators are used to measure the status of each capacity. Indicators are further broken down into attributes, which further define the indicator at each level. The average score over all capacities is calculated as a simple arithmetic mean of all the capacity scores with equal weights. |

These scores are provided by the World Health Organization (WHO) based on a country-level self-assessment. |
| Comments and limitations |
The capacity category structure has been changed twice, in 2018 and 2021. This dashboard uses the most recent categories, and adapts earlier scores to the new categories as far as possible. In 2018, the Response and Preparedness categories merged to form the National health emergency framework category, later renamed in 2021 to Health emergency management; for years prior to 2018, this dashboard uses a simple arithmetic mean of the Response and Preparedness scores with equal weights as the score for Health emergency management. The Health service provision category was added in 2018, therefore no scores are available for that category prior to 2018. In 2021, the Financing category was split from the Policy category; for years prior to 2021, this dashboard uses the combined score for both Financing and Policy categories. The nfection prevention and control (IPC) category was added in 2021, therefore no scores are available for that category prior to 2021. |
