From 2015 to 2020, the proportion of children aged 24–59 months who are developmentally on track in health, learning and psychosocial well-being was measured by the percentage of children aged 36-59 months who were developmentally on-track in at least three of the following four domains: literacy-numeracy, physical, socio-emotional and learning. The components of each domain, as well as data on scores per domain, can be found in the linked data source. In 2025, the newly developed Early Childhood Development Index 2030 (ECDI2030) was used. The ECDI2030 comprises 20 items organized across three general domains: health, learning, and psychosocial well-being. Each domain is further composed of a set of core subdomains, which can be found in the linked data source. The ECDI2030 module is not designed to report on individual domains separately. Rather, it is meant to produce a single summary score that captures the interlinked developmental concepts embedded in the three domains mentioned in SDG 4.2.1. |

The Early Child Development Index, used in 2015 and 2020, measures the percentage of children who are developmentally on track in at least three of the four domains. The Early Childhood Development Index 2030, used in 2025, measures the percentage of children who have achieved the minimum number of milestones expected for their age group, out of a list of 20 milestones. Minimum numbers of milestones for each age group can be found in the linked global metadata. |

| Comments and limitations |
Due to methodological changes, these figures are not directly comparable year-to-year. In 2015, the target population included only children aged 36-59 months, while in 2020 and 2025 it included children aged 24-59 months. Moreover, due to the development of the Early Childhood Development Index 2030 (ECDI2030), the measures used to assess development changed in 2025. |
