The participation rate in organized learning (one year before the official primary entry age), by sex as defined as the percentage of children in the given age range who participate in one or more organized learning programme, including programmes which offer a combination of education and care. The indicator measures children’s exposure to organized learning activities in the year prior to the start of primary school. A high value of the indicator shows a high degree of participation in organized learning immediately before the official entrance age to primary education. |

Participation in early childhood education, nursery or pre-primary education, and primary education are all included. Until 2021, the reference age for one year before the official primary entrance age was age 6 (with official primary entrance at age 7). From 2022 onwards, the reference age is age 5 (with official primary entrance at age 6). |

The indicator can be calculated as the number of enrolments in organized learning programmes reported by schools divided by the population in the age group one year below the official primary entry age. The number of children in the relevant age group who participate in an organized learning programme is expressed as a percentage of the total population in the same age range. The indicator is calculated from administrative data. The number of enrolments in organized learning programmes are reported by schools and the population in the age group one year below the official primary entry age is derived from population estimates. |

| Comments and limitations |
In the academic year 2021/2022, the official school-age for the first year of primary education changed from age 7 to age 6, meaning that the reference age for one year before the official primary entry age also changed from age 6 to age 5. This change explains the sharp drop in participation in 2022 as the system adjusted to the new age ranges. |
